PPWR: Final adoption postponed further
The vote on the future EU Packaging and Packaging Waste Regulation (PPWR) is scheduled for the end of November, reports Euwid.
The presentation of the PPWR for final adoption in the Environment Committee, originally planned for the second week of November, has been postponed until the evening of November 25. The next day, the regulation is to be announced in plenary as a correction. Parliament's rules of procedure provide for the so-called “corrigendum procedure” to be followed: The text is deemed adopted if no political group or one-twentieth of the total of 720 members, i.e. at least 36 members of the European Parliament, demand a vote within 24 hours of the announcement. Adopting the regulation in this form was necessary for time reasons before the European elections. The compromise negotiated between Parliament and the Council in the first quarter of this year could only be presented to the European Parliament in April in the English version. The versions in the other official EU languages, which have since been linguistically and legally revised, are now to be adopted as a correction at the end of November. In the next step, the Council, as the representative of the EU member states, must also formally agree so that the new packaging regulation can be definitively adopted and published in the Official Journal of the EU. It will then come into force on the twentieth day following its publication and is to be applied 18 months thereafter. However, differing transition periods are planned for some provisions.
