New BKV study on the reusable targets of the EU PPWR

The study evaluates the reusable requirements of the PPWR for practical applications and identifies possible exceptions.


The study “The reusable targets in the PPWR (Packaging and Packaging Waste Regulation) and possible exemptions to the reusable obligations” offers a practical assessment in accordance with the requirements of the EU Packaging Regulation (PPWR) for transport packaging and sales packaging with a transport function, as well as the affected applications and industries. The study looks at established reusable systems and their success factors. In addition, expert interviews are used to identify challenges relating to economic constraints, food safety, hygiene and environmental aspects, and specific criteria for possible exemptions from the reuse targets. The analysis focuses on five packaging formats: buckets or pails, drums, canisters, intermediate bulk containers (IBCs) and flexible intermediate bulk containers (FIBCs). The results show, for example, that the reuse targets for the packaging formats examined are considered unrealistic. The lack of economic viability and standards, as well as concerns about hygiene and food safety, are seen as key reasons for possible exemptions in future delegated acts.
