EU Parliament votes on ELVR and Waste Framework Directive

According to Euwid, the votes on both pieces of legislation in the EU Parliament plenary session are scheduled for 9 September.

The Council's negotiating position on the planned regulation on the circular design and disposal of end-of-life vehicles (ELVR) was established in June, and the subsequent amendments were adopted by the Environment and Internal Market Committee at the beginning of July. The Parliament is expected to vote on the compromise text on the ELVR proposed by the committees in its plenary session on 9 September, reports Euwid. With regard to the recycled content requirements for plastics, the committees had proposed a quota of 20 per cent for the ELVR, which would become mandatory six years after the regulation comes into force. Four years later, the quota would increase by at least five percentage points. A maximum of half of the target value can be covered by production waste. Negotiations on aspects of the ELVR where the positions of the Parliament and the Council differ can then begin after the vote in the Parliament's plenary session.

In February, representatives of the European Parliament (EP) and the Council, chaired by the European Commission, reached a provisional agreement on the provisions of the EU Waste Framework Directive (WFD) on textiles and food. On 9 September, the Parliament could give its final approval to the negotiated compromise. If the Council then also gives its approval – which is considered a formality – the amended directive will be adopted and can enter into force after its publication in the EU Official Journal.
