Changes to the UK plastic packaging tax

As part of the plastic packaging tax, mass balancing of chemically recycled plastics will also be permitted in 2027, reports Euwid.

The UK Plastic Packaging Tax (PPT) has been levied since 2022 on packaging containing less than 30 per cent recycled material. It applies to plastic packaging manufactured in or imported into the United Kingdom.

According to the British draft budget published at the end of November, the changes to the British plastic packaging tax concern what can be counted as recycled content and how this is to be verified in future. Among other things, the 2025/26 Budget Bill will allow mass balancing of chemically recycled plastics from 1 April 2027 to count towards the required minimum recycled content, thus allowing chemically recycled content to be allocated to specific packaging components. At the same time, recycled plastic originating from production waste and other ‘pre-consumer waste’ will no longer be eligible for credit. Only recyclates from post-consumer waste will then count towards the 30 per cent threshold.
