Ineos plans pyrolysis plant in Norway

Together with the Norwegian recycler Recuro, Ineos plans to build an advanced chemical recycling plant at its Bamble site.


To this end, Ineos and Recuro have signed a memorandum of understanding, the two companies have announced. The plant, part of a project dubbed ‘Full Circle’, is set to process up to 33,000 tonnes of plastic waste annually once operational and will be powered entirely by renewable energy, the statement added. The oil and gas fractions extracted from the plastic waste are to be further processed into recycled ethylene at the nearby Ineos site in Rafnes. Ineos and Recuro intend to design the plant to operate with minimal emissions and, once completed, to be powered entirely by renewable energy from Norway. The plan is to use pyrolysis technology which, according to the companies, maximises the recovery of the carbon bound in the plastic waste. The oil and gas fractions produced during recycling are to be used for the manufacture of plastics, rather than for energy generation. According to Ineos, the end product is polyethylene of virgin-grade quality, which is also suitable for demanding applications such as food and medical packaging. Against the backdrop of the EU Packaging Regulation (PPWR), which comes into force on 12 August 2026, the plant in Bamble is intended to help increase the availability of recycled raw materials and meet the minimum recycled content targets for 2030.
 
Advanced recycling plays a crucial role in expanding the potential for plastics recycling and closing the loop for high-performance applications, emphasises Liz Rittweger, CEO of Ineoa Olefins & Polymers Europe. “Regulatory authorities can support this initiative with clear, harmonised rules that recognise advanced recycling performance, provide legal certainty and give investors the confidence to invest in new technologies on a large scale,” said Rittweger.
